Louisville Council Records Moved: A Current-and-Archive Route Map

Louisville Metro Council is transitioning meeting and legislation records from Granicus/Legistar to PrimeGov/Swagit. This English-only route map separates current meetings, archived meetings, legislation, video, and approved minutes.

Direct sources. Clear status. Practical public information.

Louisville Metro Council’s public-record routes are changing. The Council Clerk says Metro is transitioning from Granicus/Legistar to PrimeGov/Swagit for legislation, agendas, minutes, and meeting viewing. A missing item in one portal is therefore an access question—not proof that the meeting, legislation, or record does not exist.

Official meeting action Approved minutes/action summary and enacted legislation record Meeting video provides context but is a different record type Whether minutes are draft or approved; exact vote/action; later correction or enactment.

Why a video is not the same as final action

Metro Council’s published policies say minutes/action summaries record attendance and actions and become official records after approval. A meeting recording can show what was said and done in real time, but it should not be silently substituted for the final approved minutes or enacted legislation.

An eight-field civic record card

  1. Government body and committee/Council name.
  2. Meeting or legislation date.
  3. Item, ordinance, resolution, or agenda number.
  4. Portal and archive route checked.
  5. Record type: notice, agenda, attachment, video, draft minutes, approved minutes, ordinance, or resolution.
  6. Observed status and exact action.
  7. Access gap or conflict between routes.
  8. Next owner: Clerk, published portal, responsible agency, or qualified professional for a consequential interpretation.
